- look in Annual Consolidated Statutes and Regulations under H for Highway Traffic Act. Some of the admendments supercede the regulations in the base HTA.
Important: Join the Ontario Handcrafted Vehicle Club (OHVC) at http://autos.groups.yahoo.com/group/ohcv/. You can get most if not all of your questions answered there. In particular, read the document kit car template.rtf in the "Files" section of the group.
Pandora (see below) has this most important piece of advice: register your Locost as a KIT car, despite how you may have described it to your friends. There are a number of advantages, one of the most important is that kit cars are exempt from the drive clean program. Pandora has helped register a number of Locosts naming Champion's guide book as the basis of the kit.

Proper insurance is important issue. At the time of writing, most if not all automobile insurance companies are reluctant to insure kit or modified street cars. The alternative is very expensive "facilities" coverage. Join the OHVC for the latest news on this topic.
